In the story of the quest, they were supposedly worn by an evil pirate who lived in the village of Sarnfic. Dalben and a group of mages were forced to sink the island to keep them from falling into the wrong hands; but Javier had already found the boots, unwitting of their supposed power.
They can be worn at levels 60 or above, and have 65 defense, identical to the Bad Wolf diamond boots. However, the Abysso Galoshes has slightly higher average Loot Bonus and Spell Damage identifications, as well as having Life Steal instead of Health Regen. The XP bonus, however, is vastly inferior.
