The Blue Powder I Relic is the easiest Relic to find as it can be seen on the map and is in an open spot. It is part of the quest The Relic Shrines which explains the concept of Relics.
This relic has a 4-hour cooldown. This means that after receiving a reward from the Blue Powder I Relic, you will have to wait 4 hours before you can get another reward.

This relic is located on the lake by the Lost Sanctuary Dungeon. It can be easily be accessed by swimming.

The Blue Powder I Relic is guarded by level 15 Iron Golems. They have no apparent advantages in terms of movement over other guard golems, but they have slightly more health than average level 15-20 mobs and do a lot more damage.
