The Hermit is an NPC who is encountered during the Canyon Condor quest. His cave provides the only access to a bridge, which leads to all the plateaus within the middle of the Mesa.
The Hermit will not allow anyone to pass unless they have retrieved a Rare Rose from the level 38 canyon condor quest
