The Secret Documents are part of the Acquiring Credentials quest and needed to get into the Black Market.

Obtain[]
In order to get the Secret Documents you have to kill a Security Guard first.
The guard will drop a 'Guard Key' that is required in order to enter the Administration Office's basement.
When you got the key go and enter the basement with it. You'll have to sneak around the guards inside the basement.
After that you'll get to a puzzle.
Spoiler alert: The hidden text contains spoilers relating to the solution of the puzzle.

Once you did the puzzle you'll be able to get to the room with the Secret Documents.
