The Tool Merchant is a merchant selling all types of gathering tools to the player. They are typically found within towns, and a few other places of interest.

Tool Merchants sell Gathering Rods, Gathering Axes, Gathering Pickaxes, and Gathering Scythes of various tier levels.

The level requirement of the tools depends on what area you are in. Tools can also be obtained through Dungeon Merchants.
