The Weapon Merchant is a NPC Merchant, that sells non-unique items. Items sold depends on what level town you are in.
Trade
Troms so far has the most powerful non-unique items, Pure items which are for higher levels than weapons sold at Detlas.
Temple of the Legends' Merchant
There is also a merchant in the Temple of the Legends who is the only Weapon Merchant that sells legendary items.
